Depends on what he done. Was it repeated offence? is the mother doing it out of anger or to deter the child from falling into the hands of the judiciary system. Just not enough information to pass judgement.

the results of caning depended on the child , it can't be said that it does not produce the proper effect at all , some children it never fazed while one good cut-tail put others on the right track ..... so it all comes down to the child.
